I think this building has purpose for beeing inhabited as a dwelling house, and it looks like it has sweets, cakes, everywhere: must be sweet to dwell there! Sweet, sweet home, there's nowhere as at home! Or as in the followings:
"Mid pleasures and palaces though we may roam,
Be it ever so humble, there's no place like home;
A charm from the skies seems to hallow us there,
Which seek thro' the world, is ne'er met elsewhere.

This sweet house must be the place where Santa Claus is living and also there is a warehouse inside where some dwarfs are working to make candies, chocolate bars and many other kind of sweets for the good children in Settlers world.

It could be a maternity for little snowmens, reindeers and elves. From bags of snow and gingerbread, candy canes and bells, Santa give them life. Meantime, elves live there, do Santa's aid potion and small presents for all the friends who I want to visit. I like to visit this little house because all time I visit them, little elves serve me with hot wine with cinnamon. Applied this for any building and it will produce 4 times faster
